Land south of Coombes Farm planning application

 

The Council has received an outline planning application from Cogent Land LLP for the development of at Land South of Coombes Farm, Stambridge Road, Rochford. The site extends between Rocheway and Mill Lane, bordering the rear gardens of properties on Stambridge Road and extending south towards but not adjoining the northern bank of the River Roach.

 

The proposal is for residential development of up to 251 dwellings with open space and access provision. In this outline proposal matters of scale, layout, landscaping and appearance are reserved for consideration at a later date in a Reserved Matters application which would follow if outline permission were granted. Means of access to the site is however a matter for determination at the outline stage.

The scale of the proposed development is such that the application constitutes major development, the application is also accompanied by an Environmental Statement and would affect a public right of way and constitute a departure from the adopted Development Plan, the application will be advertised accordingly. As a major application the period of consideration of this application is 13 weeks and the application will go to a Development Committee for determination. Once a date for consideration of the application at a Development Committee has been decided, details will be published on the website.

 

An earlier outline application to develop this site for residential use was refused by the Council and dismissed by the Secretary of State at appeal in 2011. The applicant challenged the Secretary of States decision through the High Court and the decision was quashed resulting in the application falling back to be re-determined by the Secretary of State. The matter was not however re-determined by the Secretary of State as the applicant withdrew their appeal.
