Street Scene
Rochford District Council has a duty to ensure that the District
is kept clear of litter.
The Aims of our Street Scene Service:
- To contribute to the community priority: cleaner, greener and
safer district.
- To comply with the lawful duty and the Environmental Protection
Act Code of Practice in the most efficient and cost effective
manner.
Rochford District Council in accordance with the Environmental
Protection Act 1990 - Section 89(1) and the Code of Practice on
Litter and Refuse arranges the cleansing of designated public land
and highways.
A Code of Practice on Litter and Refuse is issued under section
89(7) of the Environmental Protection 1990 Act. This Code of
Practice defines standards of cleanliness and sets how promptly
differing types of land should be returned to a set cleanliness
standard.
The Four Grades of Cleanliness
| GRADE A: No litter or refuse. |
GRADE B: Predominantly free of litter and refuse apart from
some small items. |

| GRADE C: Widespread distribution of litter and refuse with
minor accumulations. |
GRADE D: heavily littered with significant accumulations. |

To ensure that the Council complies with our cleanliness duty,
the Contract Monitoring Officers (CMOs) inspect and organise
cleanliness for every road in the District fortnightly.
In busy sites such as shopping areas, there are additional
cleansing services provided to keep these areas clean. In these
sites there are permanent cleansing staff solely responsible for
continuous cleansing.
You can help your community by:
- Being tidy with your litter, cigarette and chewing gum
- Keeping your recyclables and non-recyclables inside of the
wheeled bin
- Having waste collection contracts for your business
- Not leaving your dog's mess for others
- Not parking where you want us to clean
Removal of Dead Animals
Rochford District Council arranges for the removal of dead
