Introduction
Rochford District Council spends around £7 million each year on
a wide range of products, services and work programmes. This
represents some significant opportunities for a wide range of
organisations across all sectors.
The Procurement Agency for Essex (PAE) has developed an online
guide entitled 'Selling to the Essex Public Sector' for
organisations that wish to sell to its members. This guide outlines
the rules, regulations, policies and requirements of organisations
that wish to sell to its members. As a PAE member, we recommend any
organisation that wishes to sell to Rochford District Council to

Rochford District Council Policy and Procedures
Rochford District Council has an agreed Procurement Strategy for
2007-2010, and we are currently working on a new strategy to take
us into the future. The aim of the Procurement Strategy is to
obtain best value through planned and skilful procurement in
respect of all goods, works and services sought by the Council.
The Council's Contract Procedure Rules govern the process for
obtaining quotations and tenders and entering into contracts for
work, goods and services.

e-Procurement – Trading Electronically
Rochford Council is part of the Essex Marketplace, an
e(electronic)-procurement system. The Essex Marketplace system
enables the Council to place orders with suppliers by email
(preferably) or fax. This minimises paperwork and speeds up the
process of placing orders and paying invoices. This reduces costs
for both buyer and supplier, making trading simple and more cost
effective. The Council also prefers to make payments to suppliers
online by BACS.

Approved Lists
The Council no longer operates an approved list of contractors
for construction and associated works, and is now using
Constructionline as our main means of choosing vetted contractors.
However, we are still maintaining a list of contractors who have
expressed an interest in working for the Council and will try to
offer tendering opportunities to contractors on this list as
priority, where possible.
The Council aims to encourage a thriving local economy. To
ensure that small local contractors are not excluded from working
with the Council, contractors who may not be registered with
Constructionline will be able to qualify for tenders by providing
the necessary evidence of financial background, Health and Safety
policy/statement, public liability insurance etc. If you

About the Procurement Agency for Essex (PAE) Rochford Council is
a member of the PAE. The PAE is the first example of a regional
public sector procurement organisation working to exploit the full
benefits of collective purchasing. The PAE aims to improve the
performance and management of public sector procurement in the
